Indian customs: paying Indians do not always pay first. If an American wants a service -- let's say, language lessons of the kind Y's employer gives -- payment must be made before lessons begin. In India, students attend the entire course of lectures, then pay (or not pay, under circumstances I haven't figured out). Several major companies send students to a school we are aware of for language lessons. Some of these major companies do not pay a single rupee until all lessons are finished and students report their evaluations of the classes to the central office. Because of this sequence, many employers do not pay their workers until well after their work is completed. Employees in India are used to being paid late. In the example of Y's employer, some Indian employees do not get paid for months -- until their employer receives payments for services rendered in the past. Indian employees don't seem to put up a fuss if they are paid late. It's a method of payment non-Indians might not be used to at all.
